Per CIP-0105 (SV Locking) guidelines, several SVs have verified Tier 1 eligibility by demonstrating funding above the 70% threshold via their locking PartyIDs. This proposal aims to increase the GSF minting weight by 2.5 (from 185_6000 to 188_1000 basis points), accounting for the Elliptic (CIP-0044, 0.5) and Ledger (CIP-0069, 2) weights. If one or more of these SVs update their locking balance, we may ask to cancel/reject this proposal and replace it with a new proposal with the same effectivity.

MPCH is trying to reonboard and reset the existing node. So offboarding to reduce impact of a failed node until the reonboarding succeeds. This does not block the current reonboarding attempt. Effective at threshold to get devnet back to a better state quickly.

Implement CIP-0107 - 24 hour submission delay for Canton Coin Transactions -- by adopting the Daml models introduced in Splice 0.5.16. This CIP supports a 24 hour submission delay between preparing and execution for all CC end-user transactions. Specifically this applies to all token standard operations making CC fully compliant with the token standard as well as the CC specific public actions of creating, renewing, and archiving preapprovals, purchasing traffic, and tapping funds on DevNet.

This proposal sets a test DFM party (dfm-1::12209760711265985cd6a6c35f1edc83be63025bdccd30b373f7a07a4b7e56285635) to practice the full process on the DevNet.
